The part of the draft report of the Hong Kong University Advisory Committee to which I find most objection is that numbered I The

I feel Major Recommendations of the Committee. that I could not sign my name to this. I have there fore had a shot at rewriting this part and enclose my effort.

My feeling is that the first part of the report is the one that most matters, because it is the only part that the highest officials and The possibly the politicians are likely to read. rest of the detailed parts of the report will no doubt be studied by departmental officials, but our success or failure will depend on the way in which we present our main point. I think it is worth while, therefore, spending a great deal of time on this first section.
