extended as circumstances permit.

In this connection our a**ention was invited to a scheme recently introduced by the Chinese Ministry of Education to provide for the control of Chinese students wishing to pursue their studies abroad.

We were advised, however, that the scheme would not, necessarily, require variation of the policy of extending assistance to such Chinese students to study at Hong Kong.

13. As a short term policy for the reconstruction period, we recommend that all institutions providing higher educational

facilities at the time of the invasion of the enemy, should be restored as far and as early as possible upon the re-occupation of Hong Kong and/or Malaya, and that special attention be given to the provision of facilities for the training of teachers and medical students and for vocational training.

14. In view of the primary importance of providing an adequate number of the right type of suitably trained teachers we would emphasise the need not only for the revival of pre-war facilities for training + eachers but also for their expansion to meet the increased needs and opportunities of the future. make, therefore, the following detailed recommendation in his respect.

The Northcote training college for teachers should be re-established as soon as possibls.

A hostel should be provided at which all students a the college should be expected to reside. e realise that there may be economic factors which may end to prevent the realisation of this alm but we attach so much importance to 14 that we recommend 1: the cost of living at the hostel should be kept to a minimum, if necessary by Government subsidy.

The possibility of providing teachers for work in § China should be kept in view and *he* end we recommend that efforts should be made o secure the recognition by the Chinese Ministry of Education of the certificate granted to teachers trained at the Northcote college, Particularly on the vernacular side.

(II) The number of training centres for teachers in the

rural districts of the New Territories should be increased and the curricula at such centres should be closely related to the requirements of an agricultural community.

MALAYA

(1)

The training of teachers a* Raffles College should be re-organised so as to introduce facilities for teaching in Malay, Mandarin and Tamil with the object of

(a)

providing a supply of men and women suitably

rained to become members of the staffs of training colleges for teachers for vernacular schools;

(b) proviaing fully qualified teachers for the

teaching of the Vernaculars in certain secondary
