Its membership and powers are prescribed in Statutes 11 and 12. It consists of the Vice-Chancellor, who is chairman: the Treasurer: the Colonial Secretary: the Dean of each Faculty: and of persons appointed for terms of three years by the Chancellor. Of these

The Council (Statute 12) is authorized to deal with the business and finance of the University, to make contracts, to provide buildings and apparatus, to establish a University Press, to report to the Court on any action of the Senate, to give directions to the Senate on financial matters: to fix remuneration and terms of service of such officers as it may appoint (i.e. the professors, readers, lecturers, the registrar and other officers of the University except the Vice-Chancellor and Treasurer (Ord. Sec. 12(6)): to prescribe fees: to draft statutes.

The Finance Committee is a statutory body (Ord. 11(3)) established to "assist the Council in financial matters". Its previous approval is required for expenditure, investment of property, sale of property, the borrowing of money. Its membership is the Treasurer (chairman), the Vice-Chancellor, the Financial Secretary of the Government of Hong Kong, the Chief Manager, Hong Kong and Shanghai Bank, the Chamber of Commerce member of the Council, a member of the teaching staff of the University.

The Court established under Ord. Sec. 9(1) and (2) is the Supreme Governing Body of the University. It has "the general direction of the University, its functions, property and affairs".

The constitution and powers of the Court are defined in Statutes 7, 8 and 9. It consists of

(1) officers - the Chancellor, the Vice-Chancellor,

the Treasurer.

(2) certain life members appointed by the Court with

a vote of at least two thirds of the Council (a diminishing group of those who assisted in founding the University).

(3) ex-officio members, i.e. the Chief Justice, the

members of the Councils, the Directors of Public Works, Medical Services, Education: the Chief Manager of the Hong Kong and Shanghai Bank: the professors of the University: the Deans of Faculties: the Registrar.

(4) nominated members:

to a total of 28, of whom a minimum of 9 are to be Chinese: three registered graduates nominated by the registered graduates of
