NOTE BY MR. D.J. SLOSS ON THE ADMINISTRATIVE MACHINERY OF THE UNIVERSITY OF HONG KONG AS ESTABLISHED UNDER AN ORDINANCE PASSED IN 1911 AND LAST REVISED IN 1937.

The University is a perpetual Corporation (Ord. Sec. 4).

Faculties of Arts, Science, Engineering and Medicine are established, each with a Board and a Dean. The powers of the Board are prescribed under Statutes (Ord. Sec. 10).

All professors, readers and lecturers in the subjects of the Faculty constitute the Board to which the Senate may add any other lecturer of the University or to which the Council may add on the recommendation of the Senate.

The Faculty is responsible for the teaching of subjects assigned to it and should report to the Senate from time to time (Stat. 18 & 19).

The Senate is established under Sec. 9(1) & (4) of the Ordinance to have the regulation of all matters relating to education in the University (subject to Statutes and to the financial control of the Council). The overridirg authority of the Court is defined in Sec. 9(5).

The Senate consists of the Vice-Chancellor Director of Education (Hong Kong), Frofessors and Readers of the University. It meets at least once a term.

The powers of the Senate are defined in Statute 16. It has power to :-

control courses, teaching

teaching examining;

b) make recommendations to the Council on matters of

organisation, administration, research and general improvement of the University;

с propose persons for degrees;

organise and control the work of Boards of Faculties; award scholarships;

recommend appointment of persons to all teaching posts in the University;

g) manage libraries;

(h)

maintain discipline in University and Halls and students' residence.

It has power to make Regulations governing

admission, residence, discipline;

courses and examinations;

fees;

scholarships;

libraries;

exemption.

New Regulations are laid on the table at the next subsequent meeting of the Court which has power to revoke any such Regulation.

There is a small Standing Committee which prepares business for the Senate and conducts routine business.
