It is suggested that in fact Family Allowance should be regarded as intended to meet the extra cost of an expatriate life and should therefore be based on Overscas pay. This would create a new grievance in that it cuts out all Chinese staff. I am inclined to think that to impose this limitation would be unwise.
The answer is that University awards are much more abundant
No provision is made to meet the cost of University education. than school awards. But provision could be made, with the Family Allowance amounts, for education insurance policies maturing at University age, premiums to be an agreed proportion of the allowance.
