II) Powers (a) In order that the Committee may exercise
the powers of the University Council in respect of the payment of salaries, the retention of the services of such officers and servants of the University as may be required hereafter, that it may be able to appoint and pay a staff for the performance of duties appertaining to the reopening and reestablishing of the University or the maintainance of the remains of the University's property in Hong Kong, it is proposed that the Committee should be authorized to exercise the powers of the Council, insofar only as these powers may be necessary to fulfil the purposes of the Order, as they are defined in The University Ordinance 1911 (as revised in 1937):-
Statute 12. para. (1): para(5) in reference only to the borrowing of money and without the limitation of the amount prescribes in this paragraph: paragraph (6), paragraph (16).
(b) in order that the authority asked for in II a, above may be exercised, it will be necessary also to authorize it to operate without those restrictions and limitations of the Council's authority imposed in Section of the University of H.K. Ordinance 1911.
