Dear Mr. James,

You will remember that I called on you

recently to discuss the subject of a grant

to the University of Hong Kong. I explained

that we considered that the staff of the

University who had been interned in Stanley

Camp should be treated in the same way as

Government servants that is they should. Pas regards entitlement to

Раст (receive their, full accruing pay, and in general

this policy was agreed at a meeting which you

attended here on the 21st August see para.

2 of the minutes The University, however,

is unable to meet its obligation from its own'

resources and therefore seeks a grant to enable

it to do so. The amount of the grant asked

for is the equivalent of the amount that would

have been received by the University over the

period of the Japanese occupation from the

Government of Hong Kong on the basis of the

sum provided for in the 1941/42 budget.

Roughly I understand the total income of

the University in normal years to be as

follows:-
