(2) It shall not be necessary for the Co.nmittee to obtain the sanction of a resolution of the Council as prescribed in the said sub-para- graph of the Statute before borrowing in excess of one hundred thousand dollars;
(c) the powers given under sub-paragraph (6) of the same Statute to enter into, vary, carry out and cancel contracts on behalf of the University; and
(d) the powers given under sub-paragraph (16) of the same Statute. to prescribe the duties of all officers whom it may appoint and to fix their remuneration and the terms and conditions of their appoint- ments.
4. The approval of the Finance Committee as required by
(a) Section 11, subsection 3 (a) of the Ordinance for expenditure in-
curred or made by or on behalf of the University, or
(b) Section 11, subsection 3 (d) of the Ordinance for the borrowing
of money by or on behalf of the University
shall not be required for any act of the Committee.
5. The powers of expenditure conferred on the Committee by this Order shall be limited to:-
(a) The payment of salaries (including arrears of salaries in whole or
in part) to officers and servants of the University.
(b) The payment of such other claims of such officers and servants
as the Committee shall consider equitable.
(c) The payment of contributions on behalf of such officers and ser-
vants into the University Provident Funds.
(d) The payment out of the Provident Funds to such officers and servants of sums due to them or to their executors or adminis- trators.
(e) The purchase, on behalf of the University, of such books, appli- ances and apparatus as may be required to enable the University to resume its activities.
f) The payment of the rent and other expenses of an office and the salaries of such staff as may be required to enable the Committee to carry out its functions under this Order.
6. On notification in the Hong Kong Gazette of appointments to the Court and Council of the University by the Chancellor the powers given under and by virtue of this Order shall cease.
7. His Majesty hereby reserves to Himself, His Heirs and Successors, amend this power with the advice of His or Their Privy Council, to revoke, alter or
amend this Order as to Him or Them shall seem fit.
