Dear Miss Ruston,

Please see copy of Morse's cable. This idea is to free Hong Kong of the obligation. I know we based our request to the Treasury on what we should have received from the Hong Kong Government in the way of University grants. But does it greatly matter whether the money in Hong Kong Government money or Trea- sury? In any case, I imagine H.M.G. has to make a consideration loan to set Hong Kong going again.

But behind Morse's cable there clearly is some local perturbation.
