NOTE FOR THE SECRETARY OF STATE
In a note which was submitted to the late Secretary
of State in March of this year, a copy of which is at 15,
the reasons for setting up a statutory Committee empowered
to assume certain functions of the Council of Hong Kong
University were explained.
The proposal was approved and an Order-in-Council was
made on the 27th March, 1946.
That Order-in-Council provided for the constitution of a
Committee to be known as the University of Hong Kong Provisional
Powers Committee "consisting of such persons as a Secretary
or State shall from time to time appoint, and who shall hold
office on such terms as a Secretary of State may determine".
The persons proposed in the Department for membership of this
Committee were
Mr. D.J. Sloss, C.B.E., (Vice-Chancellor of the University
Chairman,
Mr. A. Morse, C.B.E., (Managing Director of the Hong Kong
and Shanghai Bank and Treasurer of the University),
Mr. S. Caine, C.M.G.,
Miss A.M. Ruston.
These persons in due course met on a number of occasions
and authorized payments on behalf of the University.
Since the names of none of the persons proposed by the
Department were, however, formally submitted to the late
Secretary of State it is now requested that the Secretary of
