Owing to the fact that the members of the Committee technically had not been appointed when the previous meetings were held, these minutes cover all authorisations made by the Committee

since its first meeting of the 22nd March, 1941.

3. As two University members of the Committee

Mr. D. J. Sloss and Mr. A. Morse are no longer in this country, it is considered inappropriate for further meetings of the Committee to be held here. however, Mr. Sloss and Mr. Morse are

in Hong Kong, and as, under Section 2(3) of the Order in Council of the 27th March → the powers

of the Committee may be exercised at a meeting Jang gad
