In consultation with Mr. Sloss I have drafted a letter to the Crown Agents for your signature on the lines discussed at to-day's meeting.

I have also put a draft note on the file or this meeting while the points are in mind but as Mr. Sloss said that he would like to "do" the minutes of it as for the previous meetings I will send you the file again in this connection.

If you agree I think we should write to the Governor sending him a copy of the Order in Council at 23; telling him that with the return of Mr. Sloss to Hong Kong it is proposed that further meetings of the Provisional Powers Committee should take place in the Colony; that this is possible without any further action in view of the provision that the powers of the Committee may be exercised at a meeting at which two members are present; that Mr. Sloss and Mr. Morse would therefore constitute a quorum; but that nevertheless he and they may feel that it is desirable for the Secretary of State to appoint additional members and inviting the Governor to submit the names of other members of the University Interim Committee At the same time I suggest that we should send him a

copy of the minutes of our meeting of to-day's date which will include a record of all authorizations given in the three previous meetings.
