Messrs. Baird and Tatlock wished to arrange the shipment of the scientific apparatus which they have been collecting through Messrs. Bernard & Co. rather than through the Crown Agents. Mr. Sloss tried to persuade them to the latter course but for reasons which I fail to follow there was some difficulty about this.

I have read the telegram at (51) to Mr. Sloss. He is anxious that Mr. Morse should be given the authority proposed. Do you agree?

I am not sure that the time is not approaching when the functions of Provisional Powers @ommittée in London (which at present consists of yourself, Mr. Sloss and myself) might not be transferred to the University Interim Committee in Hong Kong.^ The University Interim Committee was established in Hong Kong on the lines suggested in paragraph 9 of Mr. Lloyd's letter at (46). (Sir Mark Young's reply to this letter is on the main file which is at present in circulation.) It has now been arranged that Mr. Sloss should return to Hong Kong as Vice-Chancellor for three months at any rate and he will then take over the Chairmanship of this Committee. He expects to leave on 30th November and I suggest, therefore, that from some date early in December, you and I (as the two remaining members of the original four) should might resign and the Secretary of State should proceed to appoint some or all the members of the Interim University Committee in Hong Kong to membership of the Provisional Powers Committee. There seems no difficulty in this under the terms of the Order-in-Council at (23) but I should like your views on the desirability of this course before consulting the Legal Adviser as to its practicability.
3. I have put the proposal to Mr. Sloss who is in complete agreement with it provided that one more meeting of the present Committee is held to approve certain expenditure.
