Please see Mr. Sloss' note at 47 seeking the approval of the Provisional Powers Committee to the expenditure of Hong Kong $350,000 from the grant due from the Hong Kong Government to the University for the current year for the purpose of building repairs. Mr. Morse asked for this approval in the telegram at 38. If you agree we might telegram

On the general question raised by the telegram at 38 of whether the University should be reopened in a few week's time or whether the opening date should be deferred until early next year you may care to see the reply that was sent by Mr. Sloss to this telegram and the semi-official following-up letter sent by Mr. Lloyd to Sir Mark Young.
