(b) Would it be in order for the Provisional Powers Committee to authorise certain existing members of the staff of the University to work under the direction of a temporary ad hoc Government Committee for Higher Education, which it is suggested should be set up by the Governor in Hong Kong, and, in that connection, to pay them from University funds?
(c) Would it be possible to transfer the powers of the Provisional Powers Committee (which at present consists of Mr. Caine, Mr. Sloss and myself) to another Committee in Hong Kong?

(a) Yes. It is clear from statute 16(7) that it is the Council which makes the appointments and the only subsection in Statute 12, which sets out the powers of the Council, which would enable the Council to make these appointments is (6) and we have given the Committee the power under this and we have only limited the powers of expenditure.

(b) I am not sure that I understand this point. the proposal is for members of the staff of the University to work on some staff outside the University and be paid out of University funds in my opinion the answer is NO.

(c) The Committee could not transfer its powers but I see no reason why the secretary of state should not appoint other persons who are resident in Hong Kong to be members of the Committee, u plow of the present
