In the course of our talk last week about constitutional development in Hong Kong the Secretary of State intimated that, following on his discussion with Mr. Bevin (who had disclosed that the latter was personally favourably disposed towards the University proposals), he would be prepared to write to
Mr. Bevin somewhat on the lines of the draft now submitted.
I am passing the draft through Mr. Caine both because of his interest in the subject and in case he has any comments from the financial standpoint.
