After inspection of University, I am strongly in favour of immediate rehabilitation of CEM (remainder of group corrupt) buildings, and propose accordingly to take such steps as are possible with present limitations.
2α Urge re-opening in October and prior return of staff members who are fit and within age limit.
Suggest also that newpersonnel are engaged to fill vacancies caused by death or retirement.
3.
Suggest immediate placement of orders for text booke, apparatus and equipment.
4. As soon as you have set the above in motion, your presence in Hong Kong would be of inestimable value.
