I enclose a printed copy of the Hong Kong university Advisory Committee's Report, and am sorry that it has not been possible to let you have this darlier.

I am still more sorry to find that, most unfortunately, your name has been omitted from the list of signatories on page 3. Owing to printers' strikes and other difficulties there has already been a considerable delay in the issue of this Report and there seems no alternative, therefore, but to write in your name by hand before copies are sent out. 1 am so sorry about this, and I do hope that you

As you know, the Secretary of State has now received the Report and copies are being sent to the Governor by despatch. The Committee's recommendations are still under consideration here, and meanwhile I have been asked to remind members again of the donfidential nature of the Report.
