I sent a short answer to your letter 54147/26 of the 17th August
about the future of Hong Kong University in my telegram of the 12th September.
I was very glad to have the advance copy of the Report of the
Advisory Committee and I have read it with great appreciation of the way in
which in their main recommendation the Committee puts forward the case for
the full and worthy re-establishment of the University.
I am not, as you know, at all in agreement with the subsidiary
recommendation as to what should be done if the main recommendation were to
be rejected, but I will not labour that point now; I sincerely hope that the
contingency will not arise.
I have today received from Professor Simpson his draft announcement
on the subject of the commencement of certain classes in October. It seems
to me to cover the situation very well, without either giving too much grounds
for apprehension lest the University may never re-open at all or on the other
hand committing us to anything which we should not be able to implement if the
worst were to happen. As the time is short I am authorising the publication
of this announcement, of which I enclose a copy, immediately.
You will see from the first paragraph of the announcement that the proposed new name of the Committee (hitherto called the University Re-opening
Committee) is to be the University Interim Committee.
I propose to appoint to
it the Director of Education and one Chinese member in addition to those forming
