possible that there may be some balance from the grant of £70,000 made to the University at the same time for the payment of accrued salary to the staff of the University who were interned. It is clear therefore that not more than £50,000 of the £116,000 required for repair of buildings and equipment remains to be found. This reduces the capital sum required to £650,000. this it is proposed that £200,000 should be sought from a Colonial Development and Welfare grant, and £450,000 from a special Treasury grant sponsored by the Foreign Office. The Colonial Development and Welfare grant would come under the 4 million pounds allocated for higher education in the Colonies.

might suggest that part of the £1,000,000 which has been allocated to them for development in the Colony, might be spent on the University, but general policy suggests that this should be discouraged and that expenditure on higher education should be drawn from the special sum that has been allocated for that purpose.

To sum up therefore, the expenditure which it is suggested should be regarded as an Imperial responsibility is a capital expenditure of £450,000, and an annual expenditure of £30,000. It will not be practicable, of course, to spend at the rate of £152,500 for some years. (That is £141,980
