In order to assist me in considering the financial

implications of the Committee's proposals, a

Memorandum has been prepared in my Department showing

the proportion of students who may be said to be a

colonial responsibility as against those who are

normally domiciled in China or other foreign

territories. The memorandum also contains proposals

as to how the capital sum of £1,066,000 and the

additional annual expenditure of £85,000 estimated as

necessary on Page 26 or the Committee's report might

be divided as between Hong Kong Government funds,

C.D. and W. Central funds and Imperial funds.

his views have been obtained I will arrange for a copy

of the memorandum to be sent to the Foreign Office.

Meanwhile you wish to have some idea of the figures

involved. I cannot give you final figures but I can

give you an assurance that the capital sun for which

I suggest that we should make a joint approach to the

Chancellor or the Exchequer will not be more than

half the total required that is not more than £500,000,

(spread over at least ten years) and that the recurrent

figure which we have in mind to propose is £30,000.

as I hope, you agree with the Committee's recommendatias

I hope you will also agree that these sums would

represent a recognition on the part of H.M. G. of the

Imperial interest in the University and of the

foreign element in its student population.
