In order to assist me in considering the financial
implications of the Committee's proposals, the attached
Memorandum has been prepared in my Department showing the
proportion of students who may be said to be a colonial
responsibility as against those who are normally domiciled
in China or other foreign Territories. The memorandum
also contains proposals as to how the capital sum of
£1,066,000 and the additional annual
expenditure of
£85,000 estimated as necessary on Page 26 of the
Committee's report might be met. Briefly the proposal
is that, after allowing for increased assistance from the
Hong Kong Government and also for assistance under the
Colonial Welfare and Development Act, a capital sum
of £450,000 spread over the next ten years and an annual
grant of £30,000, should be made available to the
University
from buidest Kingdom funds.
