In any case, I am not clear why Hong Kong should be expected to bear that proportion attributable to students from colonial territories other than Hong Kong.

I would like to reiterate the view put forward in my minute of the 12th September that if there iş any question of passing on to the Foreign Office any views on the subject of the division of the cost, it will be very desirable to consult the Governor of Hong Kong first.

I have arranged with Mr. Sloss that he will come here tomorrow afternoon as indicated in Mr.Lloyd's minute.

I have added to the file the letter from Sir M. Young at 80. Mr. Lloyd may like to show this to Mr. Sloss tomorrow afternoon or at any rate the final paragraph. That emphasizes perhaps more than the telegrams which have been received how warmly the Governor would welcome Mr. Sloss' proposed visit. I suggest that we should also let Mr. Sloss have a copy of the enclosure to 80 which is the text of the announcement which has been made regarding interim arrangements. It is skillfully worded and when other more urgent matters have been disposed of Mr. Lloyd may wish to tell Sir M. Young that we fully approve of it and of the arrangements which have been made.
