Mr. Caine, Mr. Cox, Mr. Sloss and my self met in Mr. Caine's room on the 24th September to discuss the proportions in which the capital and re-current expenditure involved in the Committee's recommendations for the rehabilitation of the University should be derived from sources within the Secretary of State's sphere and from other sources.
