There is no need to await the return of Mr. Lloyd or Miss Ruston before considering the lines of the memorandum for the Secretary of State on the subject of the incidence of charge as between Hong Kong funds and C.D. & W. funds on the one hand and U.K. funds on the other of the capital and recurrent expenditure involved by the adoption of the Committee's main recommendation. If, however, you think that we must wait for Mr. Sloss, then we shall have to defer this until the 16th September. I should wish to be present at the discussion.
