was discussed at a meeting with Mr. Lloyd, Mr. Caine, Mr. Cops and myself on

July 24th and subsequently with Mr. Sloss, Mr. Lloyd, Mr. Coke and myself on

July 26th. It was agreed that as soon as a proof copy of the Report of the Advisory Committee could be obtained from the printers it should be sent to Sir Mark Young under cover of an S.0. letter from Mr. Lloyd and this letter would explain to the Governor the line we propose to take in regard to the Committee's recommendations.

The question of the re-opening of the University in October as proposed in (35)or its deferment until January at the

earliest was discussed with Mr. Sloss and for the reasons which he has summarised in

(37) it was agreed that an alternative

proposal should be made.

This is that the

University should not be opened until early next year, but that in the meanwhile the work of the University should be carried on under a special Committee.

(35) is addressed to Mr. Sloss and he has drafted the reply which he would like to have sent on these lines.A In his letter to Sir Mark Young, Mr. Lloyd will no doubt wish to explain the reasons for this alternative proposal a little more fully.

I have shown Mr. Sloss the draft letter to Sir Mark Young opposite and he is in general agreement with it.
