Since this project of a Far East university is mooted, I should like to give you my recollection of much that I discussed with Channa when I met him in Singapore. I phoned him by way of introduction and arranged to meet him. Before I talked to him, I had been in favour of establishing a medical school in Malaya, which should be in Malaya. Understandably, it was felt that Hong Kong should not have to face the cost of training Malayan doctors who were employed there.

The "ring fence" around the Engineering profession was being breached by outsiders, and this influenced my thinking, I know. In discussing development in Malaya, I floated the suggestion that universities in Hong Kong and Malaya should be developed with a governing policy limiting development in both places, but with clear aims. It was clear that the need for doctors in both places was felt in both services, medical and public health, and that there was ample room for western medicine to establish itself against local "herbalisms".

There is a fairly large scope for medical schools in both places. In the matter of the provision of branches of medicine, it appears to me that cooperation should be considered, particularly in areas where both places are defective, such as Orthopedic Surgery and Radio-therapy. Hong Kong is well-equipped to make provision for post-graduate training in the latter, while Singapore has some further advantages in respect to the former.

As the medical degrees of both places are recognized by the GMC (General Medical Council), it would not be difficult to arrange for the free exchange of graduates for specialized studies. Such an arrangement could be made to cover all medical and surgical specialisms, and it would not be difficult to agree on a programme that would be economically viable. Singapore already has an admirable school of Dentistry; Hong Kong should have a similar institution.
