Reports which have now reached us

concerning conditions in Hong Kong and the

damage done by the enemy have revealed that of

the University buildings practically nothing

remains except the libraries.

Apart from the

loss of buildings and equipment there has, of

course, been complete interruption of matriculation and graduation so that the position may be said to be that while Hong Kong University has existence

it does not operate.

It is, however, necessary that as soon as possible now the urgent demand for doctors, teachers and other persons qualified to assist

in restoring the life of the Colony should be

met. This raises two questions namely what

policy is to inform the plans made for the

resuscitation of the University and what

immediate steps should be taken to restore the work which has hitherto been undertaken by the

and which in anal is recurso University in as far as the local needs of

Hong Kong are concerned.

Our feeling is that recommendations on this matter and planning of this kind should be

undertaken by a body independent of the Colonial

Office or the Hong Kong administration.
