FURTHER ACTION.
You have, I think, already had some
correspondence with Paskin of our Eastern
Department about Hong Kong University in
connection with the conferment of "emergency
medical degrees by a Committee to be
appointed by the Secretary of State under an
Order in Council. Since then the liberation
of the Colony and the prospective
restoration of Civil Government has raised
the question of the future of the University
itself.
Reports which have now reached us
concerning conditions in Hong Kong and the
damage done by the enemy have revealed that
of the University buildings practically
nothing remains except the libraries. Apart
from the loss of buildings and equipment
there has, of course, been complete
interruption of matriculation and prauustion
so that the position may be said to be that
while Hong Kong University has existence it
does not operate.
It is, however, necessary that as so
as possible now the urgent demand for doct
teachers and other persons qualified to on
in restoring the life of the Colony sho
met.
This rises two questions nely
