I am sorry not to have been able to get this on immediately, and for now having to raise further points for consideration. When I went to our meeting with Mr. Sloss, I did not realise that it would end by our reconstituting the small Committee that had been contemplated for advising on the details of opening up University work again at Hong Kong, and putting forward in its place an enlarged Committee to consider, in addition to these practical matters, the whole policy of a British University for China on the one hand and a British University of the Far East (covering Hong Kong and Malaya) on the other let alone that I should be asked to be Chairman of it. I have naturally since been thinking about the implications of our proposal, and I will set them out now so that we can all know where we stand if the Committee is set up.

As agreed in Mr. Gent's minute of the
19th October I met Mr. Sloss and Mr. Morse for a preliminary talk on the steps needed to enable the
fantil University to fulfil its/obligations in respect of
the past four years.
Since this file is likely to be in urgent circulation on the question of a Committee to consider long range policy regarding the University, it seems best to deal with the purely financial aspect on a separate file. I have, therefore, recorded a note of the discussion yesterday on file 54147/3/45.
