The record of a meeting held in December last to consider the rehabilitation of the University has now been finally agreed and I have put a revised copy at (9). It will be seen from paragraphs 10, 11 and 12 of that record that the establishment of a University Advisory Committee is proposed. It is the intention that the Committee should represent neither the Colonial Office nor the future Hong Kong Administration but the University. The names now suggested for the Advisory Committee are:-

It is proposed that these persons, if they agree to serve on the Committee, should be charged with the responsibility for making recommendations in regard to the restoration of teaching facilities in the University, involving the assembling of staff and equipment, the priority to be given to various categories of students and the disposal of University funds for these and other purposes. It is supposed that if this work is to be adequately carried out, a full-time staff of one or more persons will be necessary and it is suggested that one of the first recommendations of the Advisory Committee would be as to the full-time staff required.

May I now know please whether all or some of these persons are considered appropriate for this Committee and, if so, whether a draft letter inviting them to serve and explaining the work which the Committee would be required to undertake should be prepared?

If this proposal is approved, we should first inform the Asquith Commission of the intention to set up such a Committee. See Mr. Cox's minute of the 31st of January.
