This file is usually kept tied up behind the main policy file but if you have not seen it recently you may care to glance at it again in connection with your present consideration of the future of Hong Kong.
The top paper I have not registered as I am not sure if Mr. Sloss wants it back. Although there are some unconvincing arguments this report is interesting as giving the views or an outsider able to look at the Colony objectionally but at the same time in the light of six months recent experience in the administration.
