5. The repair or replacement of damaged piers
should be undertaken by Government as may be required
to provide the necessary facilities.
6.
Negotiations should be opened for the removal
of naval and military establishments from the waterfronts
and those areas of Victoria and Kowloon adjacent thereto
in order to conform with plans for the development of
those areas for the benefit of the general community.
The aerodrome and railway form part of the port
facilities but are dealt with in separate directives.
