We have now been able to give further
consideration to the arrangements for planning
the restoration and reorganisation of the
Hong Kong Harbour Services and the part which
we hope you will play in them. Our proposal now
is that with effect from some future date, to be
agreed later, you should be engaged to under take
the functions of Chairman designate of the
proposed Hong Kong Port Trust, and that in the
meantime you should act as Consultant for Hong
Kong Harbour Trust plans.
We envisage the 1st January, 1946, as the
probable date on which you would be needed for

in the Summer and Autumn might make it
necessary for us to ask you to undertake the work as soon as you could be released from Iraq (e.g.
