(a) The Sea Transport officer is responsible for rgo
until it is landed on the quay (or in Service craft alongside the ship).
(b) The Army is responsible for carrying out the
unloading in accordance with the Sea Transpor Officer's requiremente: for the reception and?” disposal of the cargo once it has been landed on the quay or discharged into service craft.
3. At Ports where the Sea Transport Service employs a normal civilian stevedore organisation, full responsibility for the loading or discharge of a ship and the provision of the inboard labour for this is that of the Sea Transport Service. The Army Dook Service will in these circumstances maintain on board each ship for liaison work such officers and stevedores personnel as may be necessary for the tyre of military cargo to be handled.

In the case of normal civil ports where the Army Docks Service is only called in occasionally to help where there is a shortage of civil labour or for other unforeseen causes, the Sea Transport officer remains fully responsible.
