Chief Civil Affairs Officer Representative.

The Chief Civil Affairs Officer representative is responsible for:

(1) Assisting in securing the restoration of port facilities

and the re-establishment of the civil port authorities.

(11) Allotting relief stores; the receipt and forwarding

these stores will be arranged in conjunction with the ort Commandant (sec.para.19(viii)).

THE DOCKS AREA.

17. The Docks area will be determined by the Port Executive Committee who will: -

(1) Arrange for the demarkation of the area and its sub-area.

(11) Allocate the facilities as required by the different Services.

In this respect provision may have to be made for Naval requirements within an Army area, and vice versa.

The Docks Area normally includes the Transit Area and Transit Sheds (but excludes all dumps and depots), all the quays, cranes and other equipment sheds, railways up to the exchange stdings, roads, telegraph and telephone lines, office accommodation and ancillary buildings required for the operation of the port in the movement of consignments of all sorts to and from the Dooks Area.

18.

SITING OF HEADQUARTERS.

To obtain the maximum efficiency of working the following head- quarters should be in close touch:-

Local Military Headquarters,

Superintending Sea Transport Officer,

Port Commandant (includes Senior Military Docks Officer

and Senior R.A.F. Embarkation officer),

Combined Signal Office,

Naval Control Service,

Chief Civil Affairs Officer.

These offices should, where possible be in close proximity and as near the office of the Naval Officer-in-Charge as practicable..

The Ministry of war Transport Representative should have his office in the same building as the 8..T.0.

DIVISION OF RESPONSIBILITY.

19. In captured or liberated porte, during Phase A, the following divisi of responsibility have been agreed upon subject always to the overridingw authority of the Fort Executive Committee:-

(1) Pilotage

Navy

(11) Berthing of ships

Navy

(111) Tugs (other than berthing tugs), Lighters and Small Craft.

#hether manmed by Military or civilian personnel, will work under the control of the Army (Transportation (Docks) Service), who will allocate the craft for employment in consultation with the Superintending Sea Transport Officer) and with due regard to the demands for servicing ships.
