Base Sub-rea. Commander.

The Base Sub-Area Commander is responsible for:-

(1) Defence of the Sub-Area (except seaward), including

fire fighting, F.A.D. arrangements and measures for security. (11) Furtherance of the requirements of general administration within the jurisdiction in accordance with the directions issued from Force H.Q. or H.Q. L. of C., and for local administration and discipline of rmy personnel.

(iii) Allotment of available labour and M. T. to suit day to day

requirements.

(iv) The co-ordination of military and civil requirements for

defence and, in conjunction with the Civil Affairs Officer, the general control of Civil Administration.

Superintending Sea Transport Officer.

The Superintending Sea Transport officer is: -

(1) Jointly responsible with the Port Commandant for the embarkation and disembarkation of personnel, and the loading and discharge of ships carrying Service cargo. (See para:19 (iv) and (v)).

(11) The sole representative of the Ministry of Her Transport

until a civilian representative (Ministry of War Transport representative) is appointed and as such, is responsible for the supervision of all British controlled merchant ships.

(iii) Responsible for hiring, when required, from the local

owners, any boats or craft which arenot to be seized in prize. See also Appendix.

13. Port Commandant.

The Port Commandant is responsible (see Para.4) for the co- ordination of the work of all Services which a re concerned with the loading and discharge of ships or with the dearance of personnel, M.T. and stores through his area or jurisdiction.

14. Royal Air Force Representative.

The R.A.F. representative's function is, primarily, to ensure that R.A.F. requirements wit in the port area are met. Where this officer is also the officer Commanding R. A.F. Embarkation Unit, he has the additional function, subject to the co-ordination of the Port Commandant, of handling R.A.F. traffic through the Port.

15.

Ministry of ar Transport Representative.

The Ministry of War Transport Representative is responsible for: -

(1) Supervising the operation, turnround, and efficiency of

all British controlled Merchant ships, collaborating with the Superintending Sea Transport Officer in respect of vessels on Sea Transport Service.

(11) In collaboration with the Navy, the taking over and

recommissioning of captured shipping.

(111) Under direction of the Ministry of war Transport in London, the allocation of the necessary tonnage for all civil exports.

(iv) Advising whatever body is set up to handle relief and

general economic rehabilitation in the occupied territory on all shipping matters.
