place must clearly be taken on the highest level by the Governments concerned. The paragraphs below dealing with the responsibil es of the Service authorities and Ministry of War Transport Representa- tive, will become largely inoperative in the conditions visualised in Phase C, except insofar that the Service Authorities may remain responsible for the defence of the port, and the Ministry of war Transport representative for supervising the turn round of British- controlled shipping.

7.

PORT EXECUTIVE COMMITTEE.

During Phase A the constitution of the Port Executive Committee will be as follows:-

During Phase B the constitution of the Committee will be as above. It may well be considered desirable, however, that the chairmanship be taken over by the Ministry of War Transport Representative, in arrange- ment which has proved satisfactory in areas where conditions · similar to those visualised in this phase prevail. It will also certainly be desirable that the Civil Supply Organisation be represented and Possibly the Civil Port Administration.

Note: The Civil Supply Organisation referred to above would be responsible for civil imports (particularly relief cargo) and the Programming of exports.

9. In Phases A and B the Port Executive Committee will control the operation of the port. The executive authority of the Port xecutive Committee will be implemented by the individual action of its members acting in accordance with its directions. Nevertheless individual members remain responsible to their normal superiors and are entitlee to appeal to such superiors on any matters on which they disagree with the decisions of the Committee. They are, however, to submit to these decisions pending any modifications by the authority having jurisdiction over the Fort Executive Committee.

10. The Naval Officer-in-Charge.

(1) The Naval Officer-in-Charge is in command of all

naval personnel and establishments on shore, nd of all naval ships nd vessels attached to the port. He is the final authority empowered to issue orders for the berthing and movement of all shipping and craft of every description afloat within the Port limits.

(11) So far as concerns the defence of the Port, or the

safety of ships and craft from all dangers, such berthing and movement are at his sole discretion..

For

(iii) Except as provided in (11), such berthing and movement

should be effected to the joint requirements of the N.O.I.C. the 3.8.T.0., and the Port Commandant. the routine operation of the Port, it may be found convenient for the N.0.1.C. to decentralise the tssue of orders for movement, particularly in regard to tugs, lighters and small craft; this should be done in consultation with the Port Executive Committee.
