With reference to our conversation this morning about the informal meeting which you are holding next week on the subject of the port, I thought you might --like to have a copy of the attached paper covering the principles for the operation and control of captured and liberated ports under British control.

This was approved by the Principal Administrative Officers in 1943 and has been used ever since: it has stood the test of practice remarkably well and is the re- fore a good guide to the procedure which will be followed in the early stages when Hongkong is liberated.
