There is certainly one Department which will have to be independent of the Fort Trust and that is the Department of Shi, Burvays which, in Malaya, is a seperate Marine Department of the Contral Government and does not come under the Singapore FoFG Trust. It souma aloar that the airvoys of ship must continue to be done by an independent department which. bae no connection with a Port Trust or Commission on which their owners are represented.

ossibly also, the department which dosle with the Fugistration of shipping and the signing on and discharge of aʊamen (Shipping Masters Department) should be independent of the Port Trust. There will also have to be a marine Court to deal with all the casus arising from a breach of Marine, Chipping and Harbour Regulati ons. These are the three departments I can think of which will be quite independent of the Fort Trust but I doubt if they will require a separate Director of Marine to be in charge of them. The civil aviation duties of the Harbour Maator were quite ins,propriate tɔ his duỷartment, and will,

I think, in future have to be discharged by a separate Director of Ciu 1 aviation with an airport staff under him.
