As I have commented on another file, I do not think that the undertaking given in respect of the Star Ferry ought to be interpreted as in any way committing the Government against the development of alternative systems of cross- harbour traffic. The rights of the Star Ferry Company consist simply in the right to the use as piers of what are in fact the best sites for a passenger ferry across the harbour. So far as I know, the rights do not even include any specific undertaking by Government not to develop other ferries, still less an undertaking not to develop a tunnel or bridge.
I suggest, therefore, a sentence might be added to the proposed reply to Brigadier Macdougall, to make this position clear.
