The Foreign Office told me this morning that General Hurley. the U.S. Belacan President's representative in China,

is

due to arrive here at any minute and would be meeting the Chiefs of Staff on Tuesday. They had information that he proposed to raise "the question of Hong Kong" and the Foreign Office ask us for a note, if possible today, of the points to be made on behalf of H.M.G's position in Hong Kong in discussion with him.

I have had lunch with

Mr. Dening today, who knows Gen. Hurley from his contacts with him and Gen. Wedemeyer at S.E.A.C. Headquarters, and he told me that Gen. Hurley is not likely to be interested in arguments but is presumably out to test, on the President's behalf, the strength of our resolution in respect of Hong Kong, and provided that H.M.G. shows itself to be definite and adamant as to our intention to resume British administration in Hong Kong, that will be enough for Gen. Hurley's mesent purpose.
