it would retain the present number of 4 Chinese Members, who would in fact represent a bigger Chinese element since the size of the Legislative Council itself would be reduced; and it would secure a European majority of 8 and possibly 9 - that is the 5 Official Members, the 2 European non-Official

There was considerable discussion as to whether

or not the 7 Unofficial Members should all be drawn by election from the Municipal Council. It was thought that in practice this did not produce the best results, but on the other hand no suggestions were forthcoming as to what other bodies might be able to nominate or elect representatives.

This again was a matter which it was recognised would need

very considerable thought.

The suggestion was made that from the Legislative Council a Governor's Council, or a Council of Government

should be formed replace the old Executive Counci4.

It was suggested that possibly these terms had the flavour

of retrogression rather than a movement towards liberalisation and that possibly an Executive Committee formed from the Legislative Coundil would be preferable.
