I enclose a draft reply which my Secretary of state and the Foreign Secretary have agreed to suggest the Prime Minister should be given if, as seems likely, a supplementary question is put to the Prime Minister this afternoon,asking whether he has any statement to make on the U.S. report that the question of Hong Kong will be discussed at the forthcoming Conference of Foreign Ministers in London. It is thought that & supplementary in these te ms may follow the answer which the Prime Minister is to give to a private notice question on the arr njoments for the surrender an subsequent admini trtion of Hung Tong.
