Dear Kitson,
I return herewith two copies of the brief which you left with me on Saturday afternoon, on the subject of the New Territories in Hong Kong, which you had prepared for the use of your Secretary of State in connection with the forthcoming visit of Mr T.V. Soong.
In one of these copies 1 have underlined the aditions which we have made to the draft which you left with me.
In the passage at the end of paragraph 3 I have attempted to reproduce the actual language used in the discussion between Sir Horace Seymour and the Chinese Minister of Foreign Affairs in December, 1942.
The relevant telegram are those ending with FURTHER ACTION Chungking telegram to Foreign Office, Nos. 1746 and 1794 of the 30th and 31st December, 1942.
