40 With regard to the survival of this Portuguese exterritorial enolave, it will be recalled that the Chinese have recently succeeded in effecting the retrocession of Kwangchowwan by the French, the relevant instrument being signed on 18th August, and that the Acting Minister for Foreign Affairs, Dr. K.C. Wu, in his address to the People's Political Council, reported in my despatch No. 766 of 13th July, 1945, stated that steps were being taken to abrogate Portugal's "unequal treaty" with China.
