The record of the meeting which took place on the 1st August and which was concerned with the Constitution of Hong Kong, should be registered on the Hong Kong Constitution file (the right hand side). The draft of it is at present with Mr. Paskin and in view of other more pressing matters, he is not likely to be able to consider it for the next few days. Please note on that file, however, that it should be registered there in due course.

No action is now required on any of the matters reported on in my minute of the 28th June, except the question of a revived Fisheries Scheme. Please make a new sub-file of 54147 and head it "Rehabilitation of Hong Kong University - Fisheries Scheme' Please put on it the attached unfinished minute and circulate to me.
