Think the Secretary of State would like to

see this in connection with the note of the P.Ms. talk with General Hurley.

Mr. MacDougall has just come back from his visit to India and Chungking and it is remarkable that there should be these widespread doubts about H. M. Gs. resolution to re-establish British Administration in Hong Kong. The answer given by Mr. Attlee in Parliament a few months ago was admittedly rather oblique and it has not impressed itself on British overseas opinion.

I hope, therefore, that a very definite declaration can be made on behalf of H.M.G. which will be capable of one interpretation only, viz. that British Government will be restored in Hong Kong on its liberation.
