The

ALDY has been and is still being taken over by the Chinese Navy under Rear Admiral T.P: LIU. As the Chinese Naval Staff is very inadequate in numbers, most of the work, especially manual labour, is being done by Japanese naval officers and ratings under the supervision and orders of the Chinese Havy. latest estimate of surrendered Japanese naval and Military personnel is approximately 4000 for ALOT, KULANGSU and nearby islands such as QUEMOY. Of these ap rozinately 500 are working for the Chinese lavy, with the reminder in concentration camps. There has been no trouble so far between the Chinese and Japanese. The Chinese have strict orders not to abuse or molest the Japanese unnecessarily and the Japanese have been very docile and co-oper- ative. There are also approximately 700 Japanese civilians segraguted in carps around AMOY, with approximately 1300 being evacuated to sone unknown destination just prior to the surrender.

LA AND ORDER.

Although AMOY and adjacent areas are being taken over" by the Chinese Navy, lack of personnel precludes them from the responsibility of maintaining "w and order for the district. This responsibility has been divided among the local civil authorities (city police), the Gendarnes, and the Local Defence Corps (composed of various elements of regulars and irregulars, some trained by U.S. Navy officers). There have been no disorders of any magnitude observed and the people appeared to maintain order very well. Looting and thieving are almost unheard of and gambling (including - jong games) and opium si.oking or trading strictly forbidden. Uniformed personnel and civilians alike found guilty of demanding money or appropriating property without strict legal right for doing so are being shot without regard to political or other influences. With so many authorities responsible for keeping law and order, sone confusion is unavoi- e-ble, but through the amiable co-operatin among the higher-ups, 110st differences in opinion and ad .istration have not impaired the efficiency of the general syste: .o any great extent.

The only available wharves are the old B & S pontoon whirves of approximately 100 ft. in length each. However, the water between AMOY proper end KUNGSU Island provides good anchorage for large ships. Other inforation relating to navigation, such as buoys, obstructions, wrecks and shoals, etc., will be promulgated by FOXA.

ZCOMORIC SITUATION.

In the first weeks ediately following the Japanese surrender the whole district of AMOT was short of food. AS C result, inflation was quite evident and the poor people found it difficult to obtain enough food. However, food of all description, and businessmen who had escaped to the interior, began to pour back to A OY during the last ronth, and the City of AOY at present has taken a giant stride towards returning to normal peace time existence. Of course, prices or all comodities are still relatively high, and will ren in so until commercial shipping has resued between AOY and other ports, ALIOY being essentially a trading port. Chinese National currency is the only currency in use in 10% at present. There is solle confusion in exchange but not to the same level as that prevailing in Hong Kong. The FULL provincial goverment has set aside approximately twenty million C.N. for the relief or the poor in and around AMOY, and more millions are earmarked for spending on public works.
