At your suggestion I have had a word with Mr. Morgan about this question of publicity for reconstruction in Hong Kong. He tells me that in the case of Malaya the proposal to ask the Civil Affairs Authorities to send reports suitable for

publicity was reconsidered and that the arrangement now is that situation reports should be passed to Mr. Haler who will go through them for material for hand-outs but before actually issuing will return to the Department for vetting.

I gather from Mr. Morgan that Miss Clifford will be satisfied with a few occasional paragraphs she is apparently only concerned with broadcasts to Japan.

I have, therefore, written to her (8). "If yɔu agree, however, I suggest that this file should now be sent regularly to Mr. Haler for extraction of material suitable for hand-outs as arranged on the Malayan side. There are, however, I think, papers waiting in the registry which should be added before the file goes to the Press Officer.
